Mobile broadband services: Commission tables blueprint for
anytime, anywhere access, to boost growth in business and
public services (30 June 2004)
Accessing everything you need at head office from a computer in the field is fast becoming vital to the efficiency of both private enterprise and public services. A policy blueprint to ensure that data can be accessed anytime, anywhere across the EU, and that the EU retains its lead in this area, is set out in "Mobile broadband services", a Commission Communication issued on 30 June. The challenges ahead include ensuring that services can be supplied seamlessly to a variety of devices, making the technologies and networks that carry them interoperable, and providing adequate intellectual property protection for services with high value-added content. These challenges call for targeted R&D, both on basic research and to accelerate technical innovation.

Conference on the European Charter for Small Enterprises:
learning through good practices (30 June 2004)
The European Commission together with the Irish Presidency organised a two-day Conference on the European Charter for Small Enterprises in Dublin. Some 34 countries which subscribe to the Charter gathered together to exchange good practice in improving the environment for small businesses. The conference attracted some 250 participants, representing national, regional and local governments, business organisations and business support providers from EU Member States, candidate countries and the countries of the Western Balkans. The conference focused on the three Charter areas selected as priorities last year: (1) access to finance, in particular venture capital and micro loans, (2) innovation and technology transfer, and (3) consultation of small businesses.

Mobility of researchers: the EU proposes new prospects and
opportunities (30 June 2004)
At the conference "Brain drain, brain gain: new challenges" held on 30 June in Paris, Philippe Busquin, the European Research Commissioner, launched the new European network of mobility centres for researchers ERA-MORE. Bringing together 200 centres in 33 countries, this new instrument, supplementing the European web portal for the mobility of researchers, should help to improve information and practical assistance for researchers in Europe. This event was one of the highlights of two days (29-30 June) devoted to the mobility of researchers, and was attended by Mr François d'Aubert, the French Minister for Research, and over 700 scientists and representatives of local authorities, research bodies, industry and the media. Yesterday the ARTE TV station devoted an evening to the mobility of researchers, showing documentaries on the profession of researcher and women at the top, co produced by ARTE and the European Commission.
