I promised you all an update on progress towards a image digitisation licence when we had anything official.
ARLIS re-ran the Study Day on the future of image libraries in UK HEI's on November 23rd and we had the Copyright representatives of DACS and the CLA back to report on progress. The Chair of the Visual Resources Committee, Stephanie Silvester wrote this report for the slide librarians on the SCLS list.

David Crook of the CLA and John Robinson of DACS spoke on Tuesday at an
Arlis/UK & Ireland event "Slide Libraries and the Digital Future". What
came over very clearly from both of them was that there will be two
separate licences. Under the proposed HE licence it is unlikely we will
be able to disembed images from text although if we have a full page
image in a book or journal we will be able to scan and distribute that.
(I know this is still all under negotiation and hopefully could change).
DACS are looking at introducing a separate licence which would allow
the disembedding of images and would also be available to sectors other
than HE. At the moment they are talking about an extension of the SCLS
(Slide Collection Licence Scheme). David Crook (CLA ) stresses that the
HE scheme does not go beyond the medium of paper whereas the SCLS
upgrade would, so it would be possible to make digital images from slides.
I myself would be quite happy to just make digital images from paper
sources in the first instance as most of new slide production comes from
images in books and journals but we do need to be able to disembed
images from text. Also, I guess in the future we would want to make some
digital images from slides.
John Robinson is hoping to introduce the licence next year. The steering
group will be meeting again soon. David Crook hoped the HE scanning
licence would be introduced Feb 2004.
