I have done the same here at Reigate College with some success.
Here's my recommendations:
1.You will need the full support of the Senior Managemnt Team.
2. Identify heads of departments that want to get pro-actively involved with the VLE - perhaps run a couple of pilots with these subject depts, if you have ILT Champions assign them to the pilot projects. Demostrate how the VLE has been used by students and teaching staff on the pilot projects. Focus on the positive outcomes (teaching and learning), also get feedback from students participating. Ask the Heads of Department if they would be willing to present their VLE experiences to other staff - perhaps during a College wide staff meeting.
3. Eventually those members of staff that are reluctant to get involved will be in the minority, if individuals do not want to get involved than there is nothing you can do. However, e-learning is everywhere in education, those who do not want to get involved will reduce their future career prospects.
4. Make ILT experience a requirement for all new teaching posts and include this in job specs, that way the College will employ individuals who are already familiar and willing to use ILT.
5. Lay on a few inset events for teaching staff, for example "making word more interactive, include hyperlinks etc, do not make things to techy, it will scare people off.
