It does seem sensible to advertise the alternatives - especially when the
traffic on the route covered is gridlocked - the problem in the UK of course is
the (theoretically) this would be commercial promotion of a train operator or
bus/tram line, although (for the trains at least) the extent of public
subsidy would effectively make this public transport.
It might also advertise the times at which the road is free flowing.

This does lead to a concept of molding historic Trafficmaster-type data on
regular traffic queues and the times at which these occur, as part of the
Traveline data, which would enable comparison of car and PT for a journey.
