Does anyone have any concrete examples of how to create a classified road network?
Route classification is often based on generalities - e.g. strategic routes connecting
major destinations, or routes for long distance traffic. But how exactly is it decided to
connect up a particular series of links to form a strategic route? For example, why does
the UK's A1 go from London to Edinburgh, via Islington High Street?
It seems that the process of designation is not necessarily objective, systematic or
transparent. Can anyone demonstrate otherwise by providing any examples of actual
procedures or criteria - national or local, current or historical - that actually spell out how
to create a classified road network, starting from scratch?
