Slightly ironic given the title of the piece, but - as the eagle-eyed may
have spotted - quality control slipped and a couple of lines got lost
near the top of the article headed 'The quality of quality'. My apologies.
The issue in question had nothing to do with the UKeIG e-Diamond project
(which was only mentioned as it demonstrates very well how long one has to
wait for responses from the European Commission, as indeed was the case
following our letter to the EC about the Top of the Web Survey).
I have now heard from the EC, thanking me for my letter and report (see
http://www.i-a-l.co.uk/ciqm_qreport.html) and acknowledging that most of
the points made were justified, and would be adjusted in the next report -
whose title has now been changed to reflect the true nature of the survey:
User Satisfaction and Usage Survey (as opposed to opposed 'Quality and
Usage...'). The letter agreed that the survey had not been about website
quality and best practice, but had to do with user expectations and
satisfaction.
