The median annual pay for women increased by 5.3 per cent in 2004 to £18,531. Median annual earnings for full-time employees for the 2002-03 tax year stood at £22,060, up 4.2 per cent on the previous year. Males earned £24,236, up 3.8 per cent.

The UK national average wage is £25,000 per annum.
Therefore anyone below that figure is on lower than average pay.

Well, 17,000 is the figure suggested on the CILIP website below which subscriptions will be related to earnings instead of being flat fee.
