I'm not sure how much clout 'kitemarking' the ads would have. Investors in people was set up by a government department with the support of big players such as the CBI, TUC and Institute of Personnel and Development, I'm not sure CILIP can realistically influence employers in this way.
I think LIS is a relatively small and increasingly less cohesive sector in comparison with the medical, legal and other 'professions' which are highly regulated; maybe the best chance of improving employer regulation lies in strengthening the recommendations and regulations of bodies influencing LIS, in the case of Higher Education this includes the QAA and other bodies with a Quality Assurance remit.
I actually forwarded this idea to the AGM as a motion - to consider reviewing CILIP's liaison with such bodies...

I love the idea, but to keep it simple, ignore those adverts that FAIL
the test and only kitemark those jobs that are at or above CILIP
recommendations. People will quickly realise the implication of the
lack of a kitemark.
I can envisage employers then becoming keen to get a kitemark and
checking with CILIP before they place the advert to ensure they will get
one.
