Hello Charles,
My reaction was the same as yours. But can you clarify why it's all right for the library staff to have this information but not the teaching staff, who are members of the same legal entity? Is it on the basis of using the information only for the purpose that it was obtained?

rather serious breach of the Data Protection Act.
