Not that I am aware of. The closest to UKLP is the Netherlands where all HE
libraries have reciprocal borrowing for all students.
If any one does have information, do please let me know so I can add it to
my table of such schemes. See

Subject: A European UKLibraries Plus?
Can anyone help with this enquiry:
Is there a European-wide equivalent of UK Libraries Plus that would enable
our distance learning students based in Germany and Belgium to gain access
to local academic libraries?
