I assume that's a mistake, only the MON box should need anything restarted.

Is anyone arguing that *anything* other than the basic OS needs to be
installed locally? Assuming you have enough of an OS to start NFS I don't
see what difference it makes if things are local or not, other than
efficiency (2000 WNs running things from NFS may load the network a bit) or
security.
