It is for the author of the question to clarify what he meant, but his
opening words were:

I certainly interpret this as meaning that he is concerned with the status
etc. of maps attached to an international court's decision (or, I suppose,
an international arbitration tribunal's award), and not as such with the
status, value etc. of maps that might be adduced by either party in support
of their case, prior to the judgment or award. (Though of course, the
court or tribunal might use some of those maps for its own illustrative or
other purposes.)
