This is already in the public view.
I'd advocate a Wiki rather than a blog, so far as other technologies go.
Simon Child set one up a while back, and of course the Defoam.net one is
available as well.
Access control can be set up to limit the editors, as the spamsters learn of
new things to deface this is becoming necessary.
