The direction states that if no certificate is provided within 3 months of
the date of the letter, the PCT shall remove said person from the
performer's list.
There is a little flexibility, but I don't think that relates to
non-compliance.
The date when that bites for all PCTs in England, AFAIK, is 1.2.05.
