Another victim of WinXP SP2!
Pop-up blocker is enabled by default. The best Popup that I have found
blocked is on the MS Office 2003 Update site. The site runs a popup that
assesses your Office 2003 installation for updates. It is of course blocked
by the Popup Blocker...

PS I like the Outlook Quotefix addon that someone suggested - but it still
