Was there a 'final' verdict on the situation in regard to PGEA claims
for the year 2003 - 2004?
I (like most others, though not all) had a claim anniversary of 1st
April. So I would have claimed on 1st April 2004 (or soon thereafter)
based on learning activity in 2003 - 2004. Under nGMS no claim form has
been forthcoming, and probably the deadline is 6 months after 1st April,
i.e. a week or so from now.
There seem to be two schools of thought:
1. nGMS abolished PGEA (and integrated the money into the global sum) -
so forget about it. It was an allowance for the current year and you are
getting it this year in your global sum.
OR:
2. The payment received during 2003 - 2004 was payment in arrears in
respect of learning activity 2002 - 2003, and the payment in global sum
2004 - 2005 under nGMS is money for the current year 2004 - 2005 (since
this sort of thing is no longer paid in arrears). So looking at it this
way an entitlement was earned during 2003 - 2004, and should be claimed
for now even though nGMS has started.
