I would expect that your PCO/QoF lead will accept exception reporting
for newly registered patients with a new diagnosis after the relevant
date who registered with your practice outside the grace period for the
QoF criteria. Those who register with new practices within the grace
period should have the appropriate consultations &/or investigations
unless it is clear that the practice would have had practical
difficulties complying.
