I'm feeling a bit reactionary, but the fact is that traditional GP practices
are NOT part of the NHS. We merely contract our services to the NHS.
Therefore it is wholly inappropriate to expect us to put the logo of an
organisation we are not part of on our publications.

They seem to be making the assumption that practices WISH to be associated
with everything the NHS stands for. It's a bit like the IOC, which jealously
guards use of its five-ring symbol. But of course without the kudos (or the
money).
