Judging by the last board - fired because the Royal College and other
representatives didn't say "wonderful idea, it might work" often enough - and
meeting with all bar the first set of minutes supressed, the only way anyone
will officially find out what happened and what advice the programme board
had been given will be either joining such a board (the minutes etc are to be
passed to the enw board...) or waiting for the public enquiry after the end
of the whole programme.
But on alternate days I think that some good might yet come of it if it were
done well in places, rather than used as an income stream by one faction and
a device for delaying all progress by another.
