I've once or twice filled in a TR form when issuing scripts to visiting
mother-in-law etc, not so as to gain payment but specifically so as to
regularise the issuing of the prescription. (usually when visiting she
registered as a TR with the practice with which myself and family are
registered, but on occasions all that was required was a simple
replacement of forgotten items, at a weekend, and it seemed OTT to
involve the OOH services).
Regularising the prescribing seemed important exactly to avoid the type
of scenario which started this thread.
It is harder to 'regularise' the situation when using prescription forms
provided for another purpose (OOH services), when not working for that
service or treating one of the patients of that service. From one
perspective this is a victimless non-crime (neither the prescriber nor
his family had any personal gain, the NHS expenditure on the script was
the same as if the patients had been treated by either their own GP or
the out of hours service). From another perspective, stationery (fp10)
provided for use in one situation (only) was misappropriated and
misused.
