Maybe.
Maybe much medical and even surgical care fulfills more of a social than a
medical need.
Referrals (actions upon referrals) have after all been delayed since time
immemorial.
Don't recollect a patient ever succeeding in a law suit because of an
additional 1m wait imposed by the recipient of a referral.
We used to have a quota for TOPs - maybe still do.
Never took any notice, but believe activity was limited.
Naturally agree the idea sucks, but that by itself won't stop it from
happening.
