It is the expressed view at present of my local PCT that in order to be paid
for Q&O points, it is necessary that the Practice have an RFA99 or better
system operating.
Now, I can see a number of holes in that, and the question of how the PCT
would see their bonuses and OBEs relating to Practices that had no Quality
points paid, but there is a significant amount of money involved.
There are various things one might do...
