The point about institutional racism is that individuals are usually not
aware of it (unless they are the subject of it). Take Scunthorpe for
instance, like York it also does not have a high prevalence of black and
ethnic minority residents and yet there is a high proportion of minority
hospital doctors. Birmingham has lots of everything of course including
policies on institutional racism.
I found the story quoted about the practice shocking. That is not
institutional racism it is overt racism.
