Pursuit of money obstructs appropriate care.
GMS1 is responsible for creating the conflict of interest. Given the trival amount of money that would be lost by pursuing a more flexible policy, this is not justified and the senior partner should indeed to approached. It's not impossible to imagine a scenario - only one prctice in town, and the prescription request is genuinely urgent - where a patient could come to harm.
