On the contrary, I feel sale of goodwill should be allowed.
If partners in a practice have worked hard to organise the practice and
achieve maximum Q&O points, then a retiring partner should reap the
rewards, as the incoming partner will gain from the prior work.
Anyway, if Chisholm thinks it's a bad idea then it must be a good idea.
