No (of course the OOH provider may be running NHSD or WiC) but the PCT can
contract with either or both of these two for components of the service. In
fact they are obliged to commission from NHSD in a steady state this year
and there is a sort of expectation that they will commission expanded
services from 2006. By that time however they may have arranged alternatives
if NHSD looks too costly / non-cost-effective.
