Yes. I think the intention is to make the PCT hold the contracts so if it
wanted to contract with this brilliant subcontractor it is supposed to do so
itself not via an intermediary. It may be because of the problems of
pursuing a defaulting subcontractor. I don't think there would be a problem
with subcontracting minor operational stuff eg providing vehicle and driver
services; it's when the clinical stuff gets subcontracted that there are
issues about responsibility and accountability.
