I'm replying outside the list as I want to attach a text file I wrote to remind myself how to do this. (I have sent a similar reply to Neal Palmer too.)
Not sure if you mean the login page as I think it was called in Version 5, but which is now called the Gateway page - i.e. the page which has a 'login' button which when clicked takes you to the page they now call the Login page which has a box for Username and Password.
The text file contains the instructions to modify both, and works in Enterprise 6.1.0 and 6.2 (our test system)
The file locations are given for a Unix box but I think are the same for Windows servers only with the slashes the other way on.

I was about to ask a similar question, we are running V6.1 Enterprise on
W2003.
I have downloaded the template from the admin panel and have a file
containing various script and an empty table which does not seem to bear
much relationship to the instructions in the admin manual. Does anyone
know where I might find instructions for customising V6 as opposed to
V5.5 ?

To customise the Gateway page - the page viewed when a user clicks on a link to Blackboard VLE.
In DreamWeaver create a html page - you could use the default file /usr/local/blackboard/content/vi/bb_bb60/branding/gateway.bb as your 'template'.
Make a copy of the default file, before uploading any new versions.
If you want to use images in your new gateway page they need to be in:
/usr/local/blackboard/docs/login - the default page uses blackboard_2002.jpg.
To customise the Login page if the Sys. Admin option isn't working (didn't in 6.0)
The issue regarding Customize Login Page is resolved in Blackboard 6.1.
