The traditional way of dealing with this was that the Social Services OT was
involved in the assessment from the start, and took responsibility for
arranging these items. Funding also traditionally was the responsibility of
the Local Authourity.
As an ex Local Authority OT I know that uPVC doors are problematic, although
there was some work being done on special fixings (I am not sure of the
outcome). Frequently it was necessary to re: replace the doors especially,
due to the design of the security locks !
