Heritage and History of the UK Criminal Justice System
A one-day conference hosted by the European Centre for the Study of
Policing
Michael Young Building
Open University, Walton Hall, Milton Keynes.
Friday June 18th, 2004
10.30am - 4.30pm
The 'bobby' has long been extolled as one of Britain's crowning glories,
yet many police and criminal justice institutions in the UK are
surprisingly negligent with their heritage.
There is still no national policy for preserving the records of provincial
police forces, although the Freedom of Information Act offers both the
opportunity of creating one, and the threat that its arrival might
precipitate an intensified period of 'shredding'. Meanwhile, crime
dominates the public agenda as never before, and various views about the
'good old days' of law enforcement (and, sometimes, of crime too) are
proffered in the media.
This one-day conference at the Open University in Milton Keynes will
provide an opportunity to discuss a wide variety of issues in this field.
Rather than focus on the findings of academic research, it is intended to
be of practical use to those working in the field, including museum
curators, archivists, police record management officers, academics
researching in the area, and interested members of the public.

Session One: The nature of the situation.
Clive Emsley (Open University) 'Welcome and introduction'
Hugh Forrester (Curator, The Police Museum, Belfast) 'A history worth
preserving?' Chris A. Williams (Open University) 'British police forces'
archiving policies in 2003' Stefania Bernini (Open University) 'Police
archives in London: the state of play' Charles Griffiths, (Dyfed-Powys
Police Museum) 'Museum status, storage demands, and 'hearts and minds' -
three insurmountable areas?' Tony O' Connor and Bryn Elliot (Waltham
Abbey Police Historical Collection) 'The role of a police collection in a
local community museum'
During lunch there will be an opportunity to view displays from a number of
police archives, museums, preservation initiatives, and related
organisations, to watch a video about the Gendarmerie and Carabinieri
museums in Paris and Rome, and to tour the recently completed archive
facility in the Open University's Library.
Session Two: Challenges and opportunities

'The impact of the Freedom of Information Act on records management'
Alice Stewart (Records Manager, Strathclyde Police) 'Police force records

libraries and archives sector'
Session Three: The way forward for criminal justice heritage in the UK.
Short panel presentations followed by a general discussion.

The European Centre for the Study of Policing (Director, Professor Clive
Emsley) is based in the Open University's History Department. It maintains
an archive of material relating to UK and European police history, and has
recently added a bibliography of British police history to its website.
