I've never really understood the policy of indexing by the last element of a compound surname, whether it's hyphenated or not. AACR2, which we use for indexing, indexes under the element which is most likely to be searched for, almost always the first element. This seems to be the most logical way to do it, and quite frankly I can't understand why any other system would be used (although I'm sure those who decided on this policy have their own arguments). If I were a researcher, I certainly wouldn't look for David Lloyd George under 'George'.
