Jenny, I think we would actively welcome collaboration on this issue. I
forwarded some of this morning's thread to our art history lecturer,
with whom I have had many of these debates. I've just received the
message below back to share with the list, and I would imagine it sums
up the views of many in the field. Please do let us know what we can do

Dear Kate,
As you will probably know a serious problem currently exists in the
teaching of Art History of Visual Arts in respect of the use of images
for teaching purposes. When I first began teaching History of Art,
slides were used for delivery of teaching and then follow up work was
undertaken in the library from books. The advent of ICT and the recent
development of web-based learning support materials provides an
opportunity to use images of art works in some very innovative ways in
order to maximise the student learning process and experience.
Unfortunately, the development of innovative teaching schemes which
might employ images of art works is hampered by the issue of both
Copryright and Reproduction right fees and expenses. My understanding is
that currently companies such as ADAGP / DACS / ARS would make it
virtually impossible to support such initiatives because of the scale of
fees that they might charge. I would be very excited to work with anyone
else either here in the University or in the wider
Museums/Galleries/Higher Education network to try to resolve this
awkward problem to everyone's satisfaction.

Slide Librarians in Art Schools have access to all the expertise and
knowledge necessary to begin to create digital image Collections which
will function as well as slide libraries do now. Slide Libraries
directly respond to and support teaching needs digital image
collections will add invaluable functionality of which you will be
aware.
Their problem (apart from - as you so rightly point out- COST) is that
copyright law prevents their creating digital images either by scanning
or using a digital camera by copying images from published material
(such as books or journals).
These impediments are holding back a revolution in image use in Art
Departments in HEI's. Ofcourse a lot of illegal Googling and scanning
must be going on....ARLIS is woorking with the CLA and DACS (see my
article and the Study Day programme both referenced in my earlier
email) in order to work towards provision of a digital image licence
which will enable librarians to create the images lecturers want and
need.
If anyone is interested in this latter initiative please contact me off
list as we are actively lobbying UUK at present to urge their support of
such a licence Jenny

Using Images is a problem, at present we have a limited budget and
probably could not justify subscribing to image libraries. Instead we
are concentrating on generating our own (we are developing practical
based courses e.g. Stained glass). I note that as with most VLE vendors,
there are moves towards creating repositories and the system that we
currently use, allows us to input relevant search meta data, lthough we
have not yet purchased the repository. From our point of view it will
take some time to generate a worthwhile image bank and when we are ready
we will go the repository way, whether it be using the one provided by
our VLE vendor or ANOTHER, as I believe there are a number of options
that are likely to be available in future - I would appreciate any
information on this or matters relating.
