An interesting one. Probably correct that their employer(if they have one )
is responsible for health surveillance. However they may be self
employed.You could ask the individuals if they would like to be included in
sureveillance and tell them the cost....
The most elegant waay around this is to ensure that that the stage the
contract with the agency is drawn up, the cost of the health surveillance
is taken into account and made manadatory.This involves the OH department
having an ongoing relationship with the department concened with contracts
and that the issue is brought up at helath and safety meetings. When a new
contract is being considered , OH is then consulted about any surveilance
that might be necessary, and pre-employment considerations for the
workers-(eg not permitting those with known Occupational Asthma caused by
solder fume to be employed on this contract)
I speak as a self employed occupational health advisor. I have recently been
asked to provide evidence of immunity to Hepatitis B, Varicella and
Rubella.This request comes repeatedly if I join a new agency, star a new
contract etc. The OH department I was working in at the time was happy to
do the blood tests for me, although they were not obliged to and it was not
for their benefit. In the end I went to my GP as I was having a blood test
done for another reason.
I think it unlikely that a nursing agency would be prepared to pay for blood
tests and vaccinations if I was not immune.
Anyone from OH Recruitment or similar out there who would like to comment?
I seem to recall a similar dilemma with eyesight tests under the DSE regs
for agency secretarial workers....
