JCB and Genetics have made their back archive free according to
their current 'free back issues' policies; that's after 6 months
for JCB and after 3 months for Genetics. J Neurosci has back
content free after 12 months, back to 1997; content from 1997 to
1981 is subscriber only.
Many many more HighWire-hosted journals are planning large
conversion projects.
