(We give "free" online access to print subscribers; "free" in that a) we
absorbed the costs, b) we don't wish to get into VAT; and c) we have no
desire, plan, or any other word, to jump into high charges for access.

So the publishers have just been very lucky that it also gives them a legal
reason to deny people access to material they've already paid for then? Just
one of those lucky things.
Maybe if people actually kept access to what they've paid for paying the VAT
wouldn't be so heinous? I don't think an extra 17.5% is the same as tripling
the cost of a journal overnight.
