Much as I like this thinking, principals AFAIK get PGEA in their first year
as principals SO LONG AS THEY ARE ELIGIBLE - which all immediate
ex-registrars are and all those who've kept attending courses are.
If you prefer, philosophically I think it's always been an in year payment
for starting the year as an up-to-date doctor.
