This sounds a lot like one of the proposals currently on J3's list of
ideas under
investigation. The name in that proposal is currently TYPELESS (though
that kind
of spelling detail I'm sure is not settled and could be pretty easily
changed).
The proposal was also trying to integrate with the existing BOZ
(binary-octal-hex)
literal constants, which currently are sort of a strange special case
and have
some typeless nature in specific contexts.
