Hello,
Modulo the caveat that you want to convert, apparently,
fixed format to free format (because practically any Fortran 77
program _is_ a valid Fortran 95 program), one answer
is that there are three very useful tools for free:
Michel Olagnon's f90ppr (you can choose the input format
separately from the output format)

Michael Metcalf has his convert program
ftp://ftp.numerical.rl.ac.uk/pub/MandR/convert.f90
Alan Miller has already posted the link to his to_f90.
Also, you may find that my preconvert program is useful,
it removes some of the "usual extensions" from fixed format
such as tabs in source code and D comments

I don't know what combination of the above will be most useful
to you. YMMV I suppose.
