Considering the Avon HLC attempted to characterise the underlying
landscape of urban areas, pre the first planning acts,(which I believe
people are now trying to do) it was pretty advanced. I bet no one had
head of assart before then!
Just don't mention the metadata!
Apart from that I agree with much of what Bob says the HLC like the SMR
forms a part of the HER, and I doubt it need to be directly part of the
same database as the HBSMR
