I don't know of a free package but I use E-Prime to design experiments where you can record RTs. You can load up all kinds of stimuli - pictures, text, noises etc. and then you can either record RTs via key press or you can hook things up to the serial port (e.g. a voice key, to measure people's vocal RTs). it's very accurate and you can even analyse your results quickly and easily in the associated package, or transport your results file into an SPSS or Excel one if you have something particularly complicated that you want to do.
I know they have a website where you can probably find out if you can get your hands on a free trial or something!
