INTERNATIONAL COOPERATION IN SOCIAL SECURITY: HOW TO COPE WITH
GLOBALISATION?
A seminar organised by the Foundation for International Studies of
Social Security (FISS)
CALL FOR PAPERS
The eleventh annual International Research Seminar on Issues in Social
Security will take place at the Sigtunahöjden Conference Centre in
Sigtuna, near Stockholm, Sweden, 19-21 June 2004.
The theme of the seminar will be:
‘International cooperation in social security: How to cope with
globalisation’.
Some commentators have predicted that the developed welfare states may
have to cut back on social protection in the face of international
economic competition. Concerns have also been expressed about ‘social
dumping’ and a ‘race to the bottom’.
This seminar will address the following issues: What does theory tell us
about such claims? Is there empirical evidence pointing to any form of
social dumping? Are welfare states converging? What kind of
international cooperation, if any, is necessary to safeguard developed
welfare states while at the same time enhancing social protection in the
less developed ones? What can be learned from existing models of
cooperation within federal states, within the European Union, and
between other international organisations?
Papers are invited on any aspect of the general theme of the seminar.
They should be based on research or scholarship and written with an
international audience in mind.
It is anticipated that a selection of the papers will be included in an
edited volume within the FISS book series ‘International Studies on
Social Security’ published in association with Ashgate Publishing.
Those wishing to present a paper should submit by email attachment a
title and an abstract in English of less than 500 words to Peter Kemp

FISS is able to offer Han Emanuel Scholarships - covering the
registration fee, accommodation and cost of travel (up to a limit) - for
up to two full-time PhD students presenting a paper at the seminar.
