Not sure I understand your scenario... Asking for the
'fr' version of 'http://dublincore.org/2003/03/24/dces'
doesn't seem like the right question. Wouldn't one
want to configure a tool to ask for the 'fr' version of
'http://purl.org/dc/elements/1.1'?
