Dick Whitfield, Chair of the Howard League and Parole Board Member (former
Chief Probation Officer in Kent) is an expert in this area, having published
at least one (maybe two) books on tagging. He can be contacted through the
Howard League on 020 7249 7373.

Dear Michael,
I am a Magistrate in Greater Manchester and am wholly in favour of tagging
as an option to the courts.
On 1st October 2003 I published my new monthly journal "Obiter" which is
available by free subscription
from my website http://www.lawfile.org.uk In the November issue of Obiter I
published an article on tagging
by John Coy, a member of Securicor Justice Services. Whether or not an
article such as this would be
interesting to yourself I do not know, but you are more than wiling to have
a copy of Obiter if you would like.
Please drop me a line if you are interested.
Kind Regards,
Alan Lowe, JP.

Subject: Electronic Monitoring For or Against
Hi All
I'm engaged in some voluntary work with the Centre for Crime and Justice
Studies, King's College London. They intend to hold a conference in early
2004 that will focus on tagging, comparing the arguments in favour of and
against this community sanction. e.g 'Prison Works' vs Invasion of Civil
Liberties.
If you could possibly direct me to the key British Criminologists that hold
such opinions I would be very grateful. You may have your own contrasting
perceptions that might form the ingredients of a paper for the event.
Thank you
Michael Riley
