Be careful of saying CDM regulations only apply to "construction projects". A large complex site investigation could easily require compliance with the CDM regulations. Excavation work on a site for the purposes of ground investigation or remediation could require CDM compliance if the number of operatives on site and the length of the contract exceeded the maximum. There has been a site investigation at RAF Kemble which required compliance to the regulations.
