I would also say it depends on the degree of risk of missing the "fracture".
If it is a subtle radial head fracture but treated appropriately with a
sling and 24 hour hot reporting then the risk of a negative outcome is low.
However if one is missing scaphoid fractures with inadequate recall
mechanisms/follow up then that is a different matter.
You will never negate risk, if you have risk assessed the problems and put
in appropriate mechanisms to reduce risk, e.g. hot reporting, adequate
training then your exposure to risk will be minimised.
