Yes, I think it probably is, though I haven't kept track of TAG stuff
recently. It seems the most elegant solution.
But to really complicate matters, I don't know how content negotiation
would work "through" the PURL resolver, which (it seems to me) is what
you'd really want if you went down that path.

Yes, it's another variant of the representation-resource question.
I guess (arguably) you avoid making assertions about the language
versions (the "files") like
http://dublincore.org/2003/03/24/dces
http://dublincore.org/2003/03/24/dces-fr
at all, and use (urgh) reification to talk explicitly about the
individual assertions.
