I think if we are looking at SMR's to become HER's then we need to think about recording the Historic Environment IE the environment as it was in different periods. And that means the man made or unaltered landscape. Yes it is ambitious, and unlikely to be achieved for quite some time, but steps towards it could be made by enabling researchers to know what types of environments are already known about, as well as what environmental data exist, and the easiest way to do that, I think, is to be able to index that data in some way for retrieval. Recording the events does not allow you to distinguish period, which would be useful to know. Nor does it allow you to distinguish between e.g. paleo lakes, channels etc, so the temporary fudge, I think, would be to be able to index within a monument record for environmental type data. I realise this might cause some problems, but think it would be useful.
