My personal view is that having done the work, and assuming that the
resulting spec is fit for purpose (which I assume it is), that it would be
daft to vote against it at this stage.
The more general point is that there is a danger that IMS tries to solve
all the problems itself without enough reference to the ongoing work out
there (e.g. within the Semantic Web and digital library communities) that
IMS can and should build on.
