Thanks, it was just enough to get me going.
To answer your question first:
If you create a VDEX file and save it in C:\Program Files\ReloadEditor_Vdex
1.1\ReloadEditor_Vdex\helpers\md\vdexVocab (assuming you used the default
install directory), then the vocabulary will show up in the list of
available vocabularies (it looks like a restart of the application is needed
before it shows in the list).
It now worked OK for a new metadata-file, which you can then import into the
metadata editor when you are working on a content package. Small bug: if you
use the browse button to select a new item *after* you added the metadata
record to a contentpackage, the Vdex vocabulary browser window is loaded
behind the metadata window with no possibility to select the browser window.

You're right, it isn't obvious.
I don't think that a metadata record would help, there would be no obvious
sign
that VDEX was used in its making.
Try this:
start reload_vdex and choose file|new|IMS 1.2.2 Metadata file
In form view, scroll down to the classification section
Choose a source from the drop-down list (the last two are the most
interesting)
Click on the browse button next to Taxon-ID and the VDEX browser should
launch.
[Hopefully it is obvious how to navigate through the vocabularies.]
When you when you find the term you want to use, press the select button.
It's worth choosing a vocab item from the MESH fragment, and then looking at
the
"full" view of the metadata record to see how much information can be passed
from the VDEX browser to the metadata editor.
What I'm not yet sure how to do is change the list of available VDEX
vocabularies in the drop down list, so I'm not sure how you would include a
VDEX
vocab you had written yourself, but if it is not easy in this version, it
will
be in the next.
