Trouble with a 1 hour target is that to meet it you have to have sufficient
staff to deal with not just your (mean) average hourly attendances, but your
average +2 SD (to meet it 95% of the time) or +2.33 SD (to meet it 99% of
the time). Will vary between departments, but my own calculation was that it
would need a doubling of staff numbers (and cubicle space) to achieve this
in my department (results with application of queuing theory were similar).
